Collegebuys.org
Higher Education Cooperative Purchase Consortium
This is an orientation to the cooperative purchase program. Below are
(1) general information, and sections for (2) colleges
and universities; (3) individual faculty, staff,
and students; (4) partner associations; and
(5) vendors. Reviewing this traditional list of
questions and answers should provide a good overview of the program. For

1. General Information
What is the Higher Education Cooperative Purchase Consortium?
The Higher Education Cooperative Purchase Consortium (www.collegebuys.org)
is comprised of 1800+ colleges and universities who have joined together
to create increased buying power. It currently represents three-quarters
of all students enrolled in higher education in the United States. It
was created by the Foundation for California Community Colleges (FCCC)
in the fall of 1999. Members are primarily community colleges and independent
colleges/universities in the United States, most affiliated with state
and national "partner" associations. The University of California
(10 campuses) has also joined, as have California public K-12 schools
and districts via C-SMART, a program of the California Department of Education
(www.c-smart.org).
More than 70 vendors have agreements with the consortium, primarily in
the areas of hardware, software and services related to technology.
What is "collegebuys.org"?
The legal, registered name for the program, "Higher Education Cooperative
Purchase Consortium," is descriptive, but it's a mouthful and is
hard to remember. When FCCC developed a web site specifically for the
cooperative purchase program-and registered the domain name-and then developed
a logo for the program, we decided to use the domain name as the shorthand
reference for the program. Thus "collegebuys.org" is synonymous
with "Higher Education Cooperative Purchase Consortium."
What is the Foundation for California Community Colleges?
The Foundation for California Community Colleges (FCCC) is the sole official
auxiliary foundation for the California Community Colleges (CCC) system
(www.foundationccc.org).
FCCC was incorporated in January 1998 and began full operations in May
1998. It is a private, non-profit 501(c)(3) corporation. It rents space
for its main offices in Sacramento in the building that houses the Chancellor's
Office of California Community Colleges (www.cccco.edu).
The CCC is the largest system of higher education in the world, with 108
colleges and 2.4 million students attending annually.
The Board of Governors of the California Community Colleges appoints the
FCCC Board of Directors. The Board of Governors CCC also maintains a standing
committee on the Foundation, and receives a report on FCCC activities
at each of its bi-monthly meetings. The President/CEO of FCCC is a former
community college faculty member and former president of the CCC Board
of Governors.
In addition to collegebuys.org, FCCC manages the largest Microsoft Campus
Agreement in the nation-104 California Community Colleges participate-and
also coordinates Microsoft Campus Agreements for the independent associations
of colleges and universities for more than a dozen states, as well as
several individual colleges. FCCC employs approximately 300 student assistants
for California State Agencies, providing orientation and payroll services
and acting as the employer of record for the state agencies. FCCC sponsors
and funds all major systemwide awards given by the California Community
Colleges and it supports the many local college foundations and the Network
of California Community College Foundations (NCCCF).
How are collegebuys.org vendors chosen?
The collegebuys.org member colleges and partner associations have recommended
many of the current vendors. Potential vendors submit a Vendor Application
form that provides basic information, which is supplemented by staff research,
demonstrations, pilot programs, etc, as necessary. The President/CEO of
FCCC makes the final decisions on adding or deleting collegebuys.org vendors.
Normally companies with a proven track record in higher education do not
require "due diligence" beyond checking with colleges/universities
who are their customers.
For companies with little or no track record with higher education, particularly
with a new product, we often create a small task force drawn from member
colleges-normally recommended by our partner associations-to evaluate
the product or service for suitability and price and then make a recommendation
to collegebuys.org. The regional centers of the California Virtual College
(CVC) (e.g., see www.cvc2.org)
also assist in the evaluation of potential vendors related to distance
education, fulfilling part of their stated mission.
2. Colleges and Universities
What are the benefits for collegebuys.org member colleges/universities?
Member colleges/universities receive several major benefits. All participating
vendors agree to provide discounts to collegebuys.org schools-prices lower
than the schools can obtain going independently to the vendor. In most
cases, collegebuys.org prices are the lowest available from the vendor.
In addition, collegebuys.org maintains web sites where vendor contact
information, descriptions of products/services, and hotlinks to vendor
web sites are maintained (www.collegebuys.org,
www.schoolbuys.org
(California public K-12), and www.facultybuys.org).
A hardcopy catalog will soon be available as a download from the web sites.
Member institutions receive a biweekly e-newsletter, highlighting vendors,
new vendors, special offers, and information on educational technology.
The e-newsletter features easy "forward" and "self-subscribe"
features. The current issue can be viewed at www.imakenews.com/fccc,
as can all prior issues.
The e-mail addresses of e-newsletter subscribers are kept confidential
and are not released to any vendor or third party.
How does a college/university purchase through collegebuys.org?
Normally, a college/university contacts the vendor using the contact information
on the collegebuys.org web site. Either e-mail or telephone the vendor
and identify yourself as representing a college/university that belongs
to the Higher Education Cooperative Purchase Consortium or "collegebuys.org."
Because they are offering such low prices, most collegebuys.org vendors
do not post their prices on our website. They require you to contact them
and they will either e-mail you a price list or give you an account and
password to enter their protected web site. After initial contact, the
decision to buy and the purchasing process follows the normal college/university
processes.
Can colleges/universities order electronically?
Currently, the collegebuys.org web sites provide links to our vendors,
but do not support online transactions. Some of the vendors allow for
electronic ordering from their websites.
Are collegebuys.org vendor contracts competitively bid?
Almost all of our agreements are negotiated, rather than competitively
bid.
Are there any restrictions on which collegebuys.org member schools
are allowed to purchase from a vendor?
In a small number of cases (currently less than 5%), some collegebuys.org
vendors have chosen to limit sales of their products or services to certain
geographic areas. These restrictions are noted in the descriptions on
our web sites.
Must collegebuys.org member colleges/universities buy only from collegebuys.org
vendors?
Colleges/universities are free to buy from any vendor, within or outside
of collegebuys.org. Of course we encourage member schools to patronize
the collegebuys.org vendors. The choice is, however, entirely that of
each member college/university.
What if a school receives poor service from a collegebuys.org vendor?
Besides good prices, we emphasize that all vendors must provide excellent
service. You should, of course, try to resolve the problem directly with
the vendor. But if you are not satisfied, please contact Kim Stoneking,

has consistent service problems with a vendor, that vendor's contract
will be terminated.
What if I find a lower price somewhere else?
In these days of "dot com" companies who use revenues from their
stock offerings to subsidize operating losses (with "burn rates"
rather than profit margins), we cannot guarantee that collegebuys.org
vendors will always offer the lowest prices. But we appreciate knowing
if you find significantly better offers so we can discuss this with our
vendor(s). Our goal is to have the lowest prices available from our chosen
vendor, along with excellent service. If you find prices significantly

Will a collegebuys.org vendor contact me directly without me first
inviting their contact?
Generally speaking, collegebuys.org vendors rely on our web sites and
biweekly e-newsletter to provide the contact to member colleges/universities.
We never allow anyone but collegebuys.org staff-not our vendors or any
other third party-access to our contact e-mail or telephone lists.
We do provide all collegebuys.org vendors with a list of the 1800+ member
colleges/universities, but that list includes only general information,
no specific persons' names or titles, no specific phone numbers or e-mail
addresses (see www.collegebuys.org
and click on "member institutions/associations"). Occasionally,
a vendor will go to the college/university web site and find contact e-mail
addresses or phone numbers. This is no different from anyone contacting
you from your public directory.
How do I subscribe to the collegebuys.org e-newsletter?
You can self-subscribe using the "tool" at the upper right of
the current issue of the e-newsletter by going to www.imakenews.com/fccc.
You can similarly remove your name from any biweekly issue or from the
same URL. You can also easily forward the e-newsletter to colleagues.
How often do you update the web sites and the collegebuys.org hardcopy
catalog?
We update our web sites any time there is a significant change in vendors,
their products/services, or their contact information. We are now developing
a database for all vendor information-all the web sites and the hardcopy
catalog will draw from this central database-so that such updates will
be made more easily. When that database is completed, the downloadable,
hardcopy collegebuys.org catalog will be available from the web sites.
How can I find out whether my college/university is a member of collegebuys.org?
You can view the list of collegebuys.org members at www.collegebuys.org.
Click on "member institutions/associations" in the menu on the
left, then either select the association to which your college/university
belongs or the list of all member institutions.
My college/university is not a member of collegebuys.org. How can we
join?

we may be in the process of having your state association or system join
collegebuys.org, which would then make your school eligible. Or perhaps
you can help us approach your association or system. We also accept individual
colleges/universities as collegebuys.org members. We do, however, require
that all of our member institutions be regionally accredited in the United
States. There is no cost for membership, but your college/university would
have to enter into a memorandum of understanding with FCCC (the manager
of collegebuys.org).
My college/university is not in the United States. Can we join
collegebuys.org?
Unfortunately, collegebuys.org does not allow non-U.S. members. The export
restrictions on technology products make it very difficult for most manufacturers
to sell to non-U.S. institutions. In addition, the distribution channels
of most manufacturers preclude vendors from foreign sales.
May K-12 schools purchase from collegebuys.org vendors?
California public K-12 schools and districts may purchase from collegebuys.org
vendors. Other K-12 schools may not. Because the California Community
Colleges work closely with California public K-12 districts, collegebuys.org
vendor agreements have specifically included those schools and districts
as eligible to purchase. In August 2001, FCCC entered into an agreement
with the California Statewide Master Agreement for Resources in Technology,
C-SMART, a program of the California Department of Education focused on
assisting K-12 schools obtain educational technology.

California public K-12 schools and districts may also purchase directly

For our technology purchases, particularly for Internet and other distance
learning, we are concerned about access for disabled students. Has collegebuys.org
considered this issue?
Yes. FCCC has been centrally involved in the settlement of the California
Community Colleges with the Justice Department Office of Civil Rights.
Part of the settlement is that FCCC has negotiated agreements with several
collegebuys.org vendors specializing in adaptive technology. For example,
FCCC negotiated an agreement with Sighted Electronics for Braille hardware
and software, with several captioning companies, and with SSB Technologies,
the premier provider of section 508 compliance products and services.
Moreover, collegebuys.org has required that all its vendors comply with
section 508 of the Rehabilitation Act. Although some are still in the
process of upgrading their software products, web sites, etc., the majority
of collegebuys.org vendors have warranted that they are in compliance
with section 508 and its implementing standards.
We would like to participate in a Microsoft Campus Agreement license consortium.
Is that limited to the California Community Colleges? Or is there a way
to participate?
The Microsoft Campus Agreement program of FCCC is separate from our Higher
Education Cooperative Purchase Consortium ("collegebuys.org")
because of specific Microsoft rules. According to the Microsoft Campus
Agreement rules, license consortia must be limited to a single state and
to a single segment of higher education. For example, the California Community
Colleges have a consortium license led by FCCC-with 105 of the 108 colleges
participating. There is a separate consortium license for the California
Independent Colleges and Universities that is supported by FCCC.
FCCC currently supports or "coordinates" Microsoft license consortia
for the independent colleges and universities in about a dozen states
as well as for many individual colleges/universities (see the FAQs at
all of our websites). For each Campus Agreement consortium an association
or organization within that state legally creates the consortium and enters
into the license with Microsoft. That organization contracts with FCCC
to provide record keeping, information dissemination, help desk, media
distribution and sales, etc. to the participating colleges/universities.

3. Individual Faculty, Staff, and Students
Can an individual make a personal purchase from a collegebuys.org vendor?
While many collegebuys.org vendors only sell to the member colleges/universities
("institutional purchases"), a number have agreed to sell to
individual faculty, staff, and students of collegebuys.org member schools.
All of the collegebuys.org vendors that sell directly to individual faculty
and staff are listed at www.facultybuys.org.
Those that sell directly to students are listed at www.studentbuys.org.
What about Microsoft software media under a Campus Agreement license,
can I purchase that from FCCC?
The Microsoft media (CD-ROMs) sold by FCCC under the Campus Agreement
program is limited to faculty and staff of colleges participating in FCCC-sponsored
or -coordinated Campus Agreement licenses. The similar media for students
is available only to students at those colleges/universities that have
chosen the Student Option of the license. The participating colleges must
pay an annual license fee for the Campus Agreement, which is separate

4. Partner Associations
What benefits does collegebuys.org membership bring our association?
The major benefit of collegebuys.org is, of course, significant savings
to your member colleges/universities. Because of the size of the consortium,
our combined buying power is greater than any other single association
or institution of higher education. Thus collegebuys.org is almost always
able to provide prices lower than individual colleges can obtain or than
other consortia can negotiate.
In addition to that, collegebuys.org makes it very easy for you to offer
an additional member benefit for your association. We do all of the negotiation
with the vendors and your colleges gain the benefit. We provide all collegebuys.org
partner associations with a promotions "tool kit" to assist
in co-branding and promoting this member benefit.
Secondly, collegebuys.org provides its partner associations with source
of non-dues revenue. While collegebuys.org receives a small share of revenue
from most of its vendor contracts, we in turn share a portion of that
that with our partner associations. This is typically 25% of the revenues
collegebuys.org receives, based on the sales to the association's member
colleges/universities.
How does an association become a collegebuys.org partner association?
What does it cost?
Membership for an association (and all of its member colleges/universities)
is accomplished by executing a simple one-page memorandum of understanding
between the association and FCCC. There is no cost to the membership.

What are the obligations of a partner association?
The major obligations of a partner association are (1) to promote collegebuys.org
among your member colleges/universities and (2) to provide a communication
channel to your colleges. Promotion is typically through e-mails, the
biweekly e-newsletter, and your association's meetings and conferences.
The association can provide e-mail addresses for key college personnel
and collegebuys.org will place them on the distribution list. That list
is never released to vendors or anyone else and is only used for collegebuys.org
communication. Or the partner association can maintain such a distribution
list to which to forward messages from collegebuys.org.
How does collegebuys.org report sales activity to partner associations?
Once each quarter, collegebuys.org compiles reports of sales activity
from each vendor, broken down by college. The foundation staff tabulates
this information and reports back to each partner association. When collegebuys.org
receives payment from the vendor, the partner association's share is calculated
and forwarded.
Our association's member colleges/universities would like to participate
in a Microsoft Campus Agreement Consortium. How does our association do
this? Can FCCC help?
Microsoft rules (as of January 2000) require that each Campus Agreement
license consortium be restricted to a single state and a single segment
of higher education. FCCC is currently supporting or "coordinating"
such license consortia for independent college associations in about a
dozen states. This is a program separate from the Higher Education Cooperative
Purchase Consortium or "collegebuys.org."
There are several reasons why your association should consider leading
a Microsoft Campus Agreement license consortium supported by FCCC. First,
the pricing for a consortium is based on the total size, so it gives lower
prices depending on total volume. Second, FCCC can help you with the entire
process and all of the paper work and will provide all the necessary record
keeping for the association and your colleges/universities. Finally, FCCC
provides distribution of CD-ROMs to faculty and staff at participating
colleges/universities for work-at-home. We handle all media orders, most
installation problems, etc. for the association and the participating
colleges/universities. There is no cost to the association for this "coordination,"
and FCCC provides revenue sharing with the association from the sales
of Microsoft media. FCCC has filled more than 30,000 Microsoft media orders.

5. Vendors
What are the benefits to a collegebuys.org vendor?
First, collegebuys.org vendors can directly reach colleges and universities
enrolling three-quarters of all students in higher education, including
essentially all public and private community and two-year colleges, most
independent colleges and universities, and others such as California public
K-12 schools and districts. These are for the most part educational institutions
that have been difficult for vendors to reach and they have presented
very high acquisition costs.
Although collegesbuys.org includes some colleges with very large enrollments
(e.g., City College of San Francisco, Miami-Dade College), the vast majority
of independent colleges in collegebuys.org-and many of the community colleges-has
enrollments between 500 and 2500 students. This makes the normal transaction
cost of a sale to one of these colleges prohibitive for most vendors.
However, through collegebuys.org vendors are able to directly reach many
colleges not otherwise accessible. Thus collegebuys.org vendors have a
much lower cost per actual or probable transaction.
Second, collegebuys.org vendors have additional credibility. The collegebuys.org
partner associations have been chosen because they serve as the primary
associations among the presidents of their member colleges/universities.
They have long standing and they regularly communicate with their member
colleges/universities. Their credibility accrues to collegebuys.org vendors.
My company is new to the higher education market. What should we know
about this market and what should our pricing be?
Collegebuys.org works with vendors who are new to the education market
or are considering how to promote and sell to higher education. We have
experience with many vendors and long experience in leadership in higher
education.
Some major things that your company should consider:
o Higher education is never an early adopter of technology or almost anything
else. They have almost no mission-critical applications that would compel
them into an early adopter position for either competitive or survival
reasons.
o Their decision process is almost always complex and time consuming-particularly
for enterprise-wide decisions. Typical college structures have a myriad
of committees with overlapping jurisdictions, so that normally multiple
committees are involved in evaluating and recommending your product or
service. The decision-making authority also almost never rests with these
committees. So there is very seldom a situation where a vendor can make
a presentation to the decision maker and close the sale with a single
meeting.
o The price point is very important. To vendors who have not done educational
pricing before, we advise that a reasonable strategy is to consider that
all R&D costs should be covered by commercial, non-education sales.
The educational pricing should be based on the marginal cost of sales.
In other words, a high volume, low margin strategy is probably best. For
software, academic pricing can be as low as 10% of retail. Some vendors
have taken the position that their education sales are a public service,
where they price not to make a profit, but not to lose money.

How does my company become a collegebuys.org vendor?

After that review, if your company is still interested in becoming a collegebnuys.org

Second, complete the Vendor Application form and return it to Dave or
Kim. They will shepherd your application through the decision process.
We consider each potential vendor based on its product/service offering(s)
and its fit with both our colleges/universities and other collegebuys.org
vendors. If your product(s)/service(s) are well known, there are no conflicts
with current vendor offerings, and you have a proven positive track record
in dealing with higher education, we can typically begin negotiations
right away and we can reach an agreement within two weeks. In such cases
our normal "due diligence" will involve contacting colleges
where you have done business and in some cases reviewing your financial
statements. In every case the President/CEO of collegebuys.org/FCCC makes
the final decision and if your company is chosen, he will directly negotiate
the agreement.
If your company is offering product(s)/service(s) new to higher education,
may conflict with existing vendors, or if we need additional information
upon which to base our decision, we will initiate additional evaluative
steps (see question above under "General Information"). It is
common, for example, for collegebuys.org to form an evaluation team comprised
of representatives from member colleges-often individuals recommended
by our partner associations. For example, a new staff development/training
tool might be evaluated by staff development directors. If this ad hoc
team provided positive recommendations on both the practicality of the
product(s)/service(s) and the proposed pricing, then collegebuys.org would
negotiate to finalize an agreement. By going through such evaluations,
we also help to insure the support of the front line administrators or
faculty who will be making purchase recommendations.
The starting point for each collegebuys.org vendor agreement is our model
agreement, which you can see in the FAQs referenced above. But each vendor
agreement is a unique document representing the specific negotiated elements.
In some cases, we sign both a version of the collegebuys.org vendor agreement,
as well as a version of the vendor's standard agreement.
Do we get an exclusive with collegebuys.org?
In the majority of areas we contract exclusively with only one vendor.
As you can see looking through our web sites, we have almost no product
overlap between most vendors. There are currently several exceptions:
personal computers, technology based training, distance learning course
management software and systems, and captioning products and services.
In these cases, we have decided to give our colleges/universities choices
from companies providing different services, or we have decided to provide
total choice to our colleges in an emerging field, where no one system
is dominant and it is not clear which companies will prosper.
What are the requirements expected of collegebuys.org vendors?
We have very simple requirements. First, the price you offer must be better
that that offered directly to individual college/universities. Otherwise,
our consortium has no "value added." Most of our vendors offer
collegebuys.org the lowest prices that they offer to any customer. Second,
we require that you provide excellent service to our colleges. Third,
we require that you provide the necessary information to properly list
your company on our web sites and catalog. And we require that you help
us keep that information current. Fourth, we require each vendor to track
and report upon sales to collegebuys.org member colleges/universities.
And fifth, we normally have each collegebuys.org vendor contribute a small
percentage of each sale to FCCC to provide an income stream to support
collegebuys.org management and promotion.
We provide each collegebuys.org vendor with Sales Report Guidelines, as
well as Vendor Information Guidelines (for your listing(s) on our web
sites and in our hard copy catalog).
How do collegebuys.org vendors contact the member colleges/universities?
Normally, the way that you will contact the colleges will be through our
web sites and through our bi-weekly e-newsletter. We give each collegebuys.org
a newsletter schedule; it is sent out every other Tuesday and the submittal
deadline is the prior Thursday.
We also send broadcast e-mails to targeted to selected positions at collegebuys.org
member colleges. We participate in state, regional, and national meetings
and conferences. And we occasionally do a direct hard copy mailing-for
example, to purchasing directors.
While we do give each collegebuys.org vendor a CD-ROM with a listing of
all collegebuys.org member colleges/universities, we never release e-mail
or phone lists of specific contacts to any third party, including collegebuys.org
vendors. If you want to do a mailing or make individual contact, almost
all colleges have web sites with directories. But we hope our other promotional
efforts will result in member colleges/univ3ersities contacting you with
"warm" or "hot" rather than "cold" calls.
How do collegebuys.org vendors report sales activities?
Timely and accurate sales reports from all vendors are a critical element

vendor contributions to FCCC for the management and promotion of collegebuys.org,
(2) allow revenue sharing with "partner associations," (3) provide
information to "partner associations" that encourages their
promotion of collegebuys.org among their member colleges/universities,
and (4) provide information on savings that is vital to promoting purchases
from collegebuys.org vendors.
We require that vendors report sales quarterly. We expect that these will
be submitted by the end of the month following the end of each quarter
(April 30, July 31, October 31, and January 31). We provide each vendor
with Sales Report Guidelines.
